As a general rule, the cheaper the flight, the greater the sacrifice of both flexibility and conditions. A flight that arrives or leaves in the early hours of the morning, does not supply food, has minimal in-flight entertainment and a strict baggage allowance, is clearly going to cost less than one that has additional amenities. A word of caution also for these flights as there are generally strict terms and conditions, limited changeability and minimal prospect of refund if there's a problem.

Cheap flights are at the other end of the spectrum from cheap holidays. With holidays the greatest savings are made by those who are willing to book at the last minute. With flights, the converse is true. As flights get booked up, the prices tend to rise. (Bernstein J et al., 1999)

Two of the most commonly used mechanisms for obtaining cheap flights are flight-brokers and screen scrapers. The flight brokers make their money by selling you a flight that gives them a commission. There is therefore a balance between the amount of commission that an airline pays them to fill their seats and the requirements of the student. The screen scrapers are web-based tools such as TravelSupermarket, TravelJungle, and SkyScanner. You effectively enter your requirements and these sites send the details to dozens of airlines (and some brokers) and display their findings with the cheapest first. (Sheth A et al., 2002)

There are variations on this process with sites like Expedia and Travelocity specialising in long-haul flights and Expedia and Opodo allowing flights to one airport then leaving from another. Flights Direct will specifically examine the charter market for occasional bargains.

If you intend to fly on certain dates a few months in the future, it is well worth signing up to the e-mail lists of the appropriate airlines. They will send out details of short-term sales so that you can snap them up at the right moment if they come up. British Airways, Opodo, American Airlines and KLM are particularly good for this type of approach.

Once at the destination, the student has to consider the best way of travelling around. Rather like the airlines, one pays for convenience, accessibility and comfort the cheapest forms of travel generally being the slowest and least luxurious. It is clearly impossible to generalise throughout the world, but hitch-hiking, which might have once been considered the cheapest way to travel, has a distinct risk element of personal safety and clearly is inappropriate for the lone female traveller. Public transport is often the most reliable of the cheaper options. Either the local busses, the long-haul coaches or the train services being generally safe and reliable. Many of the more developed countries offer student travel cards (or a variant) to reduce the costs of repeated journeys and some bus companies (Australia travel being a notable example) will sell an open ticket between two specified destinations which can be used with different segments of the journey being undertaken over a period of several weeks.

There are other considerations relating to travel such as how best to deal with money. The time-honoured way of carrying travellers cheques may no longer be popular, with many students electing for the convenience of "plastic" money and credit cards. One should note that Mastercard will generally convert foreign exchange transactions at about the best commercially available rate, but will then add about 2.75%. This does vary between cards and therefore should be individually checked. Overseas cash withdrawals are also usually subject to a 2% additional fee (minimum charge 2) on both credit and debit cards. In addition to all of this, some credit card companies will also add a transaction fee on foreign transactions. (Halifax is currently the worst, levying 1.75 on each transaction.) For the student, the Post Office or Nationwide credit cards appear to be the best option. They have no levy on overseas purchases but they do charge interest on all cash withdrawals.

As with all travel, insurance is not essential, but only the most foolhardy student would travel without it. The annual multi-trip insurance is seldom competitive except for the USA where it may work out cheaper than individual trip cover (mainly because of the medical expense element applicable to the USA). Most will require you to be staying at pre-booked venues which may not be appropriate for the student traveller.

Decide what cover you need, what excess you need (the first part of each claim that you have to pay yourself) and then shop around. The classic insurance selling line is "why not upgrade to our platinum policy, with 30 million worth of medical cover etc." In real terms, the chances of you ever needing more than 2 million of medical cover or repatriation to the UK is virtually negligible and therefore perhaps best avoided. A good plan is to include a personal liability cover of 1 million and also cover for "cancellations and curtailments" together with cover for lost or delayed baggage and cash.

You should note that Europe-only cover is cheaper than further afield and therefore only select wider cover if it is appropriate. Lastly, ensure that the company you are dealing with is covered by FSA regulated underwriters.

Bear in mind also that the new EHIC card (free from www.dh.gov.uk/travellers) will provide free or discounted health care costs in the EU, but does not cover any repatriation costs.

Avoiding PMI - Private Mortgage Insurance

PMI - a recurring, monthly, unwelcome guest. It sounds similar to and is about as welcomed as a similar acronym. PMI is private mortgage insurance. This insurance policy is paid for by the homebuyer when the amount of their primary mortgage is greater than 80% of the value of the property.

You will note that the term "primary mortgage" was used. This is for a specific reason. It is not the total of all mortgages and home loans on the property that is evaluated, but rather the amount of the primary or largest mortgage on the property that can trigger PMI.

PMI is calculated by taking 0.5% of your primary loan balance and dividing it by 12 (12 monthly payments). For example, if your primary mortgage is $200,000 and you are required to pay PMI, your mortgage payments would be an additional $83.34 per month. For most homebuyers, this additional premium is a considerable financial burden to undertake.

There are ways around PMI for those homebuyers unable to put down 20% or more on their new home. Mortgage lenders have created loan packages which include two or more home loans that when combined exceed the 80% threshold, while no one of the loans exceed that threshold. Typically there is a primary mortgage and either one or two home equity loans taken out simultaneously which are 81% - 100% (or sometimes more) of the home value. This affords the homebuyer to put less than 20% down, or perhaps put nothing down at all while at the same time eliminating the need to pay PMI.

If you know you are going to be putting less than 20% down on the purchase of your home you should immediately speak to your home lender about avoiding PMI. A good home lender will inform you about these types of packages. Though the rules on these packages may differ from state to state, the vast majority of states allow for these types of loan packages.

When you review this type of package you will note that there will invariably be a different interest rate on the mortgage than there is on the home equity loan(s). The mortgage rate may have a slightly lower interest rate or perhaps even a considerably lower interest rate. You should be able to calculate what the monthly payments would be for the combined loans and then determine if it comes out less than a single mortgage with PMI. Obviously, a good lender is only going to present you the package if the payments are cheaper than a single loan with PMI.

You are able to refinance the loans at any point and combine them into one payment. You would only do this when the value of the home is more than 20% above of the amount you will mortgage. As the value of your home increases through home improvements or time, you can receive an appraisal and speak to your home loan professional to determine if refinancing the loans into one loan makes sense.

These types of loans are often referred to as 80-10-10 loans or 80-15 loans, among other names. An 80-10-10 loan is a mortgage at 80% of the amount to be financed and than two home equity loans at 10% each. You will likely find that all three loans will have a different interest rate with this type of package. 80-15 loans are similar but would be the main loan at 80% and a secondary loan at 15% with the buyer putting down the additional 5%.

It is important to note that when financing 90% - 100% of a home, or more, the appraisal will play a key role in the loan approval process. If the appraisal does not come out at a pre-determined amount, the lender may feel that the transaction is not a sound one. You may need to go back and renegotiate the purchase price of the home or run the risk of being denied the mortgage. Most real estate contracts, however, do have a clause in them that allows the buyer out of the contract if they are denied a mortgage. You will want to speak to the lawyers and real estate agent in advance if you are planning for applying for this type of loan. Some contingency clauses in contracts specify a maximum percentage of a loan you need to qualify for and if you are denied for a loan at a higher percentage you are not protected by this clause.

It is important for you to have all of this information in place before you start your home search. By knowing how your financing is going to be handled you will be able to make sure you are protected in the transaction and you will also be able to negotiate a better deal since your financing has been completed or is close to being completed. The key is knowing in advance what percentage of the value of the home you are able to and willing to put down on your new home.

Arbitron, a major media service, uncovered who's really doing, "Do it yourself, home improvements".

An average of 49 percent of the adult population in 75 cities throughout the country made a home improvement of some kind, in the past 12 months, as reported in a new study by Scarborough Research. The results show that people who live in smaller areas are more inclined to do their own home improvements in comparison to those who live in larger big-city, areas.

In cities like Harrisburg, Pennsylvania, who came in at number one, Buffalo, New York and Toledo, Ohio, it's reported that over half of their population has begun a home improvement project in the past 12 months.

55 Percent or more of the population in the cities of Atlanta, Rochester, Indianapolis, Detroit and Cincinnati have either started or finished a home improvement project, landing them in the top 10, of all the areas reported.

Ranking lowest, Honolulu, Hawaii was reported to have only 37 percent of it's population doing their own home improvements in the last 12 months, making Honolulu number 75 out of all cities accounted for. In bigger cities like Fresno, Las Vegas, Los Angeles, San Diego, New York, Chicago, San Francisco, Miami and Washington DC, it was reported their population as doing less than the average number of repairs to their homes with percentages in ranging from 40 to 48.

With all the home improvement happening by do it yourselfers in smaller communities, it would appear that this is the arena in which companies offering materials and services geared toward home improvement, would do the majority of their advertising.

Among the above findings, it was also reported that do it yourselfers were more apt to paint or wallpaper their interiors or try their hand at landscaping, with a telling twenty-five percent of all surveyed. A small percentage (two) were said to install their own home security systems, while a mere one percent add a pool or spa.

Studies show, since 1999, people have dished out 30 percent more money to improve the overall look of their homes. The average cost of todays home improvement is over $3,000! If history repeats itself, that number will likely continue to climb.

A resounding 46 percent of all do it yourselfers were between the ages of 35 and 54, and 63 percent are married with 55 percent having a total household income of over $50,000.

But there's more to this story! The Scarborough Research study also uncovered the following interesting facts.

People who use the internet will likely turn to do it yourself home improvement, as opposed to those who do not. And note-worthy enough of those internet users, the ones who search out financial services, vehicle information and frequent auction sites are even more apt to do their own home improvement!

Music lovers of classic, country and 70's along with sports radio fans are 14 percent more likely than the average to do home improvements too! The breakdown for do it yourself home improvements, go like this:

Of those fifty three percent who remodeled their own kitchens, just four percent broke down and paid for the work to be done. Ranking high among what most home improvement do it yourselfers are doing, include painting and wallpapering, remodeling bathrooms and landscaping. Projects that do it yourselfers would rather pay to have done include the installation of home security systems, carpeting or flooring and heating or air conditioning.

The exhaust of the diesel engine is in fact more visible and this is considered one of the major downfalls of diesel as a fuel. However, if the diesel generator is properly maintained there will be no need to be concerned as the exhaust will be minimally visible only when the generator is pressured under load changes that are severe.

Diesel can be very noisy and this is considered to be a great downfall of the diesel system. This is usually one of the reasons homeowners tend to opt for gasoline generators. The gasoline generator is much less noisy than the diesel generator and therefore there is no need for the generator to be placed far away from houses. Foundation Supports Student Achievement In Denver Schools

The Denver Public School Foundation is a portal for community and business philanthropy for the Denver schools. Originally started in 1984, it played a passive role in the Denver schools, until it was revitalized in 2002.

The purpose of the Denver schools foundation is to raise and manage funds in support of the districts ambitious plan to improve student achievement. The Denver schools leadership develops the funding areas, and the foundation drives community investment and builds partnerships with local businesses. The price tag for improving student academic achievement is much higher than the available monies provided through annual city, state and federal funding.

During the 2005-2006 school year, the foundations accomplishments show it to be a vital arm of the Denver schools scholastic achievement initiative. Here are the major highlights:

The foundation raised $750,000 to implement the first Principals Institute that was held in June 2006. Leadership training, designed to improve student achievement, was provided to 130 Denver schools principals, and new strategies were developed by the principals to transform their schools into effective learning organizations. The Denver schools principals will continue to be supported in their objectives in 2006-2007 by attending monthly professional development sessions that began in August.

The foundation raised $250,000 to implement DPS Success, which provides supplemental instruction in math and literacy to students in grades three through ten. During the 2005-2006 school year, 558 teachers provided extra tutoring instruction to approximately 8,400 students in 82 schools.

The School Partners Program was launched with $250,000 raised by the foundation. The program will create tailor-made partnerships between the Denver schools and Denver area businesses, raising even more support for the Denver schools initiatives in the future.

The A to Z Fund was developed to provide funding support for individual school programs and projects, ensuring that every student has an equal opportunity to access the same types of activities and further enrich the learning experience of Denver schools students. The goal is to raise $100,000 by December 2006, with the first funding cycle beginning in February 2007.

The foundation facilitated the requests of numerous donors, who wanted their donations to underwrite specific projects. Some of the projects were library improvement, health and safety education programs, new gymnasium scoreboards, and athletic equipment.

The Lights On After School initiative was developed to advance the quality of after-school programs in support of the Denver schools students. The following accomplishments are from this program:

o $658,000 in grants was awarded to 87 elementary and middle schools to support their after-school programs that served approximately 8,500 Denver schools students.

o Over $260,00 ensured that 3,000 middle school students could participate in competitive after-school sports.

o A study, released in April 2006, showed that multiple-year participation in quality and diverse after-school programs in the Denver schools does result in positive student achievement and school attendance.

o Phillips Elementary School improved its reading test scores for third graders from 45 percent proficient or advanced in 2004 to 89 percent in 2005. The school attributes its successes to Lights On After School tutoring.

o Tom Roberts, a Morey Middle School student, finished first at the Denver-metro Math Counts competition in March 2006. Math Counts at Morey is funded by the Lights On After School initiative.

During the 2006-2007 school year, the foundation will continue to support the above initiatives, as well as the following:

Teacher Induction Program support new teachers during their first three years of service in the Denver schools, and

Science Program enhance the current science program by supporting new elementary school science curriculum and providing high quality materials for the new Science Resource Center.

Anyone who has been in a relationship with another person knows that they grow complex very quickly. Relationships in this area of our lives are not mechanical. Since they are not mechanical, simplistic explanations do not fully express or explain what occurs. When things are going well in that relationship, few people consider trying to understand or improve what they are doing. When things go bad, people began looking for answers. Since they are hurting, they often want simple answers. Operating a garage door opener requires the operator mash the button. Once the button is mashed, the electronic device opens the door. Such an interaction is purely mechanical, and can be explained in like manner.

Relationships between people involve reciprocal interactions. When reciprocity is brought into relationships, mechanical explanations do not convey the interactions that take place. Although there may be some interactions that seem to occur in a mechanical manner, there are variations added that make the interaction increasingly complex. Let us return to the garage door opener to illustrate. When the button on the opener is mashed, the door opens. Only this time, the opener decides it did not like the amount of force used in mashing the button, so it changes the sensitivity level of the button. The next time the operator mashes the button, they may have to push with just the right amount of pressure to make it open. The door opens, as it has before, but the reciprocity involved in the first interaction has altered the relationship between the two of them. On the surface, the door still opens in a mechanical manner, but the way to open the door has changed.

Relationships between two individuals begin with two people meeting. On meeting, there is often an acknowledgement of the other persons presence. The acknowledgement is followed by an exchange of greetings and often some type of small talk. The small talk consists of addressing a neutral topic. This is often sports, the weather, current events or their immediate surroundings. Besides verbal communication, there are also non-verbal messages also occurring in the interaction. Many of the skills required in starting relationships are learned in childhood to early adolescence. Although many people learned the basic skills of how to meet people and start conversations. Issues such as experience, confidence and self-image interfere with exercising those skills by either adding to or distracting from the basic skills.

Although movies make it look as though relationships magically go from acquaintances to a healthy relationship with time and a little effort. The truth is that relationships require time and effort on the part of both persons. The best illustration of how relationships work is dancing. In dancing, the two partners work as a team. As part of that teamwork, there are many interactions going back and forth between them involving directions, attitude, preferences, style of dance, etc. The rookie dancer believes all they need to know is the correct dance steps and they can master any dance. When the inexperienced dancer messes up they look for simple answers like what step they missed. In some cases, it may be a missed step. In many cases, it is more complicated than a missed step, or what led to the missed step. The inexperienced dancer is not ready for other explanations, nor do they have the vocabulary to grasp the explanation. At that point all they understand is the missed step. As a dancer gains experience and skill in dancing, they can more readily understand the subtleties and interactions behind mess ups and what it takes to make a great dance. When your relationship needs improving, recognize it requires work, and seek help from those who have experience in the interactions and subtleties involved.

Proposed Budget for the New York City Schools

In June 2006, the city announced a proposed operating budget of $14 billion for the New York City schools. Parents and educators are still waiting pessimistically to see the final cut.

Though this years unveiling of the New York City schools budget was received more peacefully than in recent years, the citys past track record makes optimism difficult. Last years proposed budget was drastically different after the final cuts were made. Students returning to school last September found many classes eliminated due to budget cuts. Parents and educators alike created enough turmoil in the high schools that many of the programs were restored.

Everyone in the New York City schools system, including parents, have accepted that the New York City schools do not have enough money, and yet they see little being done about it. Teachers continue to buy their own supplies, while parents help to provide for classroom needs. Even students accept the overcrowding and facilities that are in disrepair as the norm.

Mayor Michael Bloomberg states that he has increased the New York City schools budget by $2.5 billion since he took office, but it is not enough. This years New York City schools budget has only a slight increase from last year, it banks on receiving money from elsewhere that is not guaranteed, and makes assumptions that are not probable, as well as other problems.

First, New York City schools Chancellor Joel Klein has confirmed that the budget increase will go primarily to pay for the increased costs in fuel and fringe benefits, noting that transportation and heating are essential to operating the schools. Though the $1 billion increase raises per student funding to $910, very little will reach the classroom. Most will be used to cover administrative costs. For teachers and parents already stretched thin from funding supplies that should be paid for by the New York City schools, this is not good news.

Second, the proposed budget makes two assumptions: (1) The New York City schools will receive almost $2 billion for capital expenses from Albany in connection with a lawsuit with the state, and (2) teachers will agree to a contract with only a modest salary increase.

The money expected from the state has not been included in the states budget, since the governor has appealed the courts decision. Even if the New York City schools prevail in court, there will be no money for the 2006-2007 school year from the state for this lawsuit.

Teachers are not expected to accept the proposed contract, since they and the Council of Supervisors and Administrators (about 5,500 principals and upper level staff) have been working without a contract for the past two years. The United Federation of Teachers already has criticized the mayor for not using the citys $3.3 billion surplus to settle the standoff. The mayor argues that the surplus is only temporary, while stating that he wants the contracts to be as other city workers. The teachers, police, and firefighters have been strongly opposing the mayors contract proposals for two years. Such a teachers contract would take away many of the job protections that are now present, such as eliminating seniority rules and making it easier to fire a teacher.

Another problem is Klein, whom advocates for the New York City schools say has spent too much money on consultants and costly bureaucrats with little educational experience. These costs, as well as others, can easily be hidden in the vague language of the proposed budget.

Lastly, the proposed New York City schools budget must survive the political wrangling of the city council members. The past has shown that members lobby for changes and programs that benefit only their constituents, rather than all New York City schools.

Though last years standardized test scores rose sharply, the New York City schools have a lot of challenges to face this school year, and it does not look as though this budget will help to resolve them. There is not a lot of optimism about this proposed budget.
